Therefore, for Cai Ziqiang and these propertied classes, their own freedom is the goal, and democracy is only a means to protect their freedom. If democracy threatens their wealth and freedom, they would rather not have democracy and support a Benevolent dictators protect their property and liberty.

Therefore, they demand progressive democratic reforms that allow the public to have the right to ask how economic resources are allocated; The Hong Kong elite, middle class, and rich people maintain their lifestyle and wealth unchanged after the reunification. If the democratic reform is too radical and threatens their way of life, their heads will degenerate into those who opposed it in the 18th and 19th centuries. The bourgeoisie with universal suffrage reiterated the anti-democratic discourse of the royalist party once again.

Qi Gan believes that because a considerable number of pan-democratic trends follow Cai Ziqiang's democratic line, the starting line and direction of the democratic movement are already wrong. The success of no democratic movement in history has completely waited for those in power to take the initiative to make concessions. Hong Kong people are proud of their defeat. Qi Gan is just hesitant. If history has it, pan-democracy was not superstitious about middle-class politics and indifferent to the development of grassroots democracy 30 years ago.
