There is nothing new under the sun, and the Communist Party has changed Hong Kong's political system again: the 100% directly elected district councils have gone back to the 1980s in the name of "reform", and they are all appointed by the Communist Party of China.
Following the rectification of Hong Kong's chief executive election and legislative elections, the castration this time is the district councils, regional advisory organizations that have no real political power. The 470-seat District Council retains the appointed seats of the New Territories Rural Affairs faction, 40% of whom are appointed by the Chief Executive, 40% are elected by the "District Committee Sector", and 20% are returned by local elections. It seems that 4 to 4 to 2 still has democratic elements, but in actual analysis, it is a complete and 100% political appointment.
In addition to the 40% of the seats directly appointed by the government, the 40% of the seats from the "regional committee sector" are elected by the members of the "three committees" collectively known as the "three committees". And the members of the "three committees" are all appointed by the SAR government. The last 20% of the so-called direct elections, the 20% of the "benevolence", must also be nominated by the "three associations" and then reviewed by the qualification review committee as "patriots" before they can stand for election. As a local administrative advisory organization with no real power, district councils have occupied half of the seats from appointments in the 1980s to direct elections. After the "five districts referendum" in 2012, district councilors were directly elected to become legislation in the form of "super district councils". Members of Parliament participate in legislation. Under the social turmoil of "anti-extradition" in 2019, the democrats won the leadership of the 17th district in the 18th district and won nearly 90% of the public opinion. The CCP opposes Taiwan. In 2020, the National Security Law was directly implemented in Hong Kong in violation of legislative procedures. In 2021, the National People’s Congress passed brutal legislation, forcibly abolished all district council seats in the Legislative Council, and introduced an oath system, ruling that nearly 70% of the membership qualifications are invalid. , and prosecuted pro-democracy activists on a large scale, and political revenge began. Social activists were arrested and imprisoned without trial for nearly three years.
Taking advantage of the fire, the anti-revision incident in 2019 is the panacea for the CCP to try to change Hong Kong. The CCP’s liquidation of Hong Kong’s social politics, culture, education, and media is all due to social dissatisfaction, and it is all because the government has intensified peaceful demonstrations into “black violence.” The CCP is the one that is really on the opposite side of public opinion. The government is stubborn, police violence continues, scandals continue, indiscriminate attacks on civilians, journalists and even pregnant women, the government tolerates and deploys black forces to participate in fights, students are missing and committed suicide. Under such a tsunami of social movements, even those who have served the community for many years The establishment faction also suffered a big defeat in the district councils in 2019. So the hypocritical painting skin was torn off by himself, and a thorough social transformation was launched in Hong Kong.
The Communist Party needs to train a group of red politicians to replace local Hong Kong politicians. Even the local leftists, the DAB and the Federation of Trade Unions are not trustworthy. When the source of power changes, the local leftists used to implement Beijing policies, and public opinion always rebelled. The local leftists need to communicate with the Liaison Office of the Central Committee of the Communist Party of China, and they also worry about losing elections. Therefore, the CCP will balance policies and even compromise with public opinion. However, this is not what the CCP wants today. The CCP wants to completely take away public opinion and directly implement the official will (even the will of the party and even Xi Jinping alone).
But the CCP is perverted and hypocritical. Even if it completely despises universal values, it still wants to gild itself with the old "rule of law" and "democracy" in Hong Kong. Therefore, it can only use a clever name to transform "democracy" into something completely different. In mainland China it is "Chinese characteristics", in Hong Kong it is "from chaos to governance, from governance to prosperity", so it is afraid that Hong Kong people will vote for nothing, that political parties will not stand for election, and that everyone will stop playing. Therefore, we must use propaganda weapons to sing about Hong Kong, use violent agencies to threaten democrats to "must run for elections", and make old political parties such as the Democratic Party and the Civic Party become vases in the CCP's toilet and become like the CPPCC. It proves that there is still an "opposition" in Hong Kong, whitewashing its dictatorship. When people who are in love with power really stand for election, and its system design excludes dissidents, they cannot be elected, so it becomes "you are not even qualified to help me milk the soles of my shoes", and even the people will not elect you. In the end, it became part of the "public opinion of the Chinese Communist Party". The CCP is happy to see the people at the bottom of their feet being played with, and is happy to see people demeaning and destroying themselves.
Democratic elections are not just that voters can vote freely, but more importantly, voters can freely stand for election. Representative politics accommodates a certain degree of rebellion, and brings people who participate in social and student movements from society into parliament for political absorption. The ABC of a democratic society has long been discouraged from talking about common sense with the CCP. But believing that Hong Kong's democratic development can follow the plan of the "Basic Law" "step by step" has long been a fantasy and has come to an end.
