Netizen @weisongfu asked , what are the necessary conditions for the implementation of basic income?

In fact, what is needed to implement the basic income system is not the objective economic environment, but the mentality of the majority of the people.

The issuance of a basic income does not require increased production, it is essentially a redistribution of income. There are a few data for you to refer to: Generally speaking, 25% of the country's overall GDP can be set to be enough to issue a basic income, which means that 75% of production can be distributed according to the free economic market (actually quite a lot). According to the calculation of the Taiwan Basic Income Association, if adults are paid 12,000 yuan per month and minors are paid 6,000 yuan per month (this is not a lot), if calculated at a single tax rate, the tax rate of 31% can be achieved, which will make the annual salary of 840,000 yuan. Those below increased their income (two-thirds), and those above 840,000 decreased their income (one-third).

So in theory, as long as the top third of the high-income earners are willing to pay a little more tax (currently the average tax is 12.8%), the basic income can be implemented!

But the problem is not so simple. The difficulty lies in the fact that most of the high-income earners are not willing to pay more. In the current globalized free economic system, their people and assets may flow to areas with lower taxation abroad, impacting the domestic economy. But in fact, Taiwan's tax rate is low enough for developed and developing countries in the world. I don't know where else I can go to have the same economic conditions, but with lower taxes? It is more likely that undeveloped countries are in urgent need of capital investment, so they give good tax incentives.

In fact, in theory, the money sent out will return to the market, which is positive for the vitality of the economy. The current situation is that most of the money of the high earners is not actually active in the economic market of production, but sucks more money in the market of capital gains (stocks, interest, etc.), which may cause the economy of production instead. The market shrinks. In order to avoid such shrinkage, it is necessary to stimulate unnecessary desires and mass-produce unneeded products to maintain the economic system. The result is the depletion of the earth's resources.

Weird, right? That's the dark side of economic growth numbers. "Money only flows to money, not to people automatically."

Other psychological problems include: distrust among people, unwillingness to work hard to support people who can’t work; worry that if there is a basic income, most people may not be able to work, and the operation of society will be affected. Collapse; worry that many people may have received money that was not used for survival but wasted on some addiction or luxury, etc. However, basic income is just "basic", not "satisfying" income. Most people will choose to continue working to meet other needs.

My conclusion is that the necessary condition for a basic income is still human psychology: a willingness to pay more for a more peaceful and secure society.
