Does the central government increase the rent of social housing? Linkou social housing increases by 1.5% annually
The Linkou community house is about to renew the contract recently. The Housing Center said that after that, the Linkou community house will increase the rent by 1.5% every year, but the reason for their rent increase and this figure are very confusing.
It does not mean that the social housing must not increase the rent. If the reason for the rent increase is that there are problems with the financial trial calculation in the past and it is difficult to achieve financial sustainability, then the housing center should be honest and explain to the society, and propose a scientific rent calculation. method, and at the same time should consider the affordability of the public.
In terms of social housing pricing, at present, except for some social housing in Taipei and Taoyuan, which are subsidized by grading, others are just a few folds off the market price. This is also our proposal when we revised the Housing Law this year. The reason for the fee principle.
The central government has not yet come up with the principle of tiered charging, and said it would give them a little more time. However, the Linkou social house is the only social house managed by the central government at present. The rent is going to increase this time. There must be some principle or basis, right? In terms of the annual growth rate of New Taipei City's CPI rent items, it has not exceeded 1.5% in the past few years. The "fine-tuning" said by the Housing Center has actually exceeded the average rent increase in New Taipei City.
The only statement I can find about the rent increase is that "the current rent for social housing in Linkou is significantly lower than the rental housing market in the Linkou area", "to balance the economic affordability of households, the rationality of rent setting and the sustainability of housing policies," Therefore, the negotiated lease renewal rent will be increased by 1.5% every year.”
No matter how I look at this statement, it seems to be saying, "Anyway, I will be cheaper than the market price, so I can throw away an increase without explanation." But social housing needs to consider the principle of people's affordability, and it is a matter of course that it is cheaper than the market price. Why don't you want social housing? Cheaper than market rent is not a legitimate source of rent increases, nor is it a good explanation. On the other hand, if the social housing price really rises to the same level as the market price in the future, what is the legitimacy of the social housing policy?
I will ask the committee members to follow up on this question. I am really curious as to why they want to increase the rent, and what is the basis for calculating the 1.5% increase, and they plan to increase it for a few more years in their financial plan.
