Compared with the terrestrial environment, the marine environment is more complex and special. It is difficult to directly copy the existing artificial intelligence technology and big data technology to the fishery. The problems of IoT sensing equipment, marine communication, and interdisciplinary talents required for smart fishery, etc. Both construction and cultivation take time.

Second, the uneven distribution of fishery resources and the government's emphasis on financial allocation have affected the process of fishery digitization.
