Controversy over Hong Kong people's appeals caused by Samp and Wo Zhuanju

On the 18th of this month, "Samp", chairman of the Taiwan-Hong Kong Association, talked about the difficulties encountered by Taiwanese and Hong Kong people in the podcast talk show "Bright Time Reception Room" by Guan Zhongxiang, an associate professor of the Department of Communication at Chung Cheng University.

Zhong Huiqin, who originally opened a Hong Kong-style restaurant "Wo Zhuan Ju" in Tainan, posted a post on Wo Zhuan Ju's Facebook on the 19th ( https://www.facebook.com/Swirl8Swirl/posts/5334430139921880 ), referring to Samp Her position never represented her, and she also pointed out that Hong Kong people should not "noisy and point fingers" over the settlement issue.

Wo Zhuan Ju's post aroused heated discussion among netizens, but the post itself did not indicate which part of what Samp said was wrong. It only refers to Samp's Ph.D. in Beijing, and he is "rat shit".

The following are just a few points to express my views, hoping to clear up misunderstandings.

1. Program settings confuse different policies.

Before 24:10, the program mainly talked about the difficulties of Hong Kong people "immigrating" to Taiwan. After 24:10, the program inserted a clip of the press conference held two weeks ago at the Taiwanese-Hong Kong People's Organization on the launch of HF177.

Next, Guan Zhongxiang said at 26:40 that he wanted to talk about "supporting Hong Kong", but he asked the difference between "residence" and "settlement". Samp thanked the Taiwan government for its aid to Hong Kong policy, but turned to immigration policy.

Soon, the program asked Samp to talk about the national security review of ordinary immigration policy at 36:40. It's not over yet, at 46:05 the show asks Samp to talk about political asylum.

However, the ordinary immigration pathways of Hong Kong people, such as HF168 (study), HF169 and 171 (employment), and the pathway to seek political asylum (Article 18 of the Hong Kong and Macau Regulations) are completely different discussions. Samp proposed that HF177 would allow political asylum seekers to better settle in Taiwan, but the discussion was distracted by the cross-cutting of ordinary immigrants.

2. The text description of the Podcast is wrong

Compare the Podcast audio file and share the text record of "Civil Action Video Records Database" posted with Guan Zhongxiang on the fan post ( https://www.facebook.com/sangpu2/posts/498947564933471 ), you will find The transcript misdescribes the content of the audio file.

Among them, the text of the database quoted Samp as saying: "Nowadays, Hong Kong people can immigrate to Taiwan through a variety of ways, including through immediate family members, through application for university studies in Taiwan, as well as investment immigration, professional immigration, entrepreneurial immigration, and so on. However, Samp believes that these methods are not easy for Hong Kong people to immigrate to Taiwan. Therefore, civil organizations hope to come to Taiwan as "HF177". "

But what Samp said at 19:26 was, (the current asylum measures are problematic.) Therefore, civil society hopes to come to Taiwan as "HF177". The two have completely different meanings.

This is the problem of the scribe, but there are also ambiguities in Samp's expression.

3. Samp's expression problem

At 46:40, Sump said that Article 18 of the "Hong Kong and Macau Regulations" opened the channel, but let asylum seekers come in first, and then consider giving the project status. Openness and transparency are very important, and there is no one-size-fits-all approach now. There is no obligation to let all applicants in, but set quotas, announce rules, and be comfortable with each other.

However, as soon as he finished talking about the 18 questions, he immediately turned to the problems encountered by ordinary Hong Kong immigrants at 47:55, which is very easy to be misunderstood.

4. Guan Zhongxiang's pictures and quotations are exciting

In addition, on the accompanying picture of Guan Zhongxiang's post, there is a direct quote to Samp: "Let Hong Kong people come to Taiwan without giving her a real identity, and it will be difficult to establish a sense of identity with the place. These people do not have Citizenship, unable to participate in politics, difficult to take root in Taiwan, will continue to wander around the world, and Taiwan will lose these outstanding talents.”

At 32:20, Samp explained in more detail why the Taiwan government should open up for settlement, and from the perspective of Taiwan, he pointed out the possible advantages and disadvantages of open settlement, and he also considered national security concerns. However, the pictures of the show made people feel that Samp was only pursuing the standard of Hong Kong people, which made netizens excited.
