There are fewer and fewer Chinese people who can cooperate with foreign foundations entering China. They must not only have institutional qualifications, but also be proficient in foreign languages. After the long Cultural Revolution, the college entrance examination has just resumed, and such talents are more than one in a thousand in China.

Some people would say that Taiwanese social movements are also driven by elites, but this elite is not another elite. Taiwanese elites not only took out their own money, but also took out their own time and life. Since the 1980s, they have entered specific communities and specific factories. , to have direct contact with social issues, and to take root for a long time to become the vocation of their own life. However, too many of our elites have never touched the soil with their feet, and they work on a project-based system. If they have money, they will do it, and if they have no money, they will be game over. The public welfare circle with Chinese characteristics was born with such a brand, which is a genetic defect.

"Civil society with Chinese characteristics" is not a civil society. Just because "civil society" is a high-frequency word in this circle cannot be taken for granted. After the new millennium, the rise of major powers in 2009, the "Regulations on the Management of Overseas Funds", put a noose on overseas funds, and was fed by "foreign milk" in the public welfare circle with Chinese characteristics. I'm sad that I didn't choose a different life direction for my son and me, because I know what he said was right.

What we lack is more than first-class talents

What university to study and how high a degree I have are not my criteria for judging talents, but I must admit that the resumption of the college entrance examination after the ten-year Cultural Revolution has recruited the vast majority of outstanding talents in China, and their life direction is not the third sector. Most of the best went abroad, leaving behind "people from the party and the state", who were assigned to governments and institutions at all levels and entered the "first sector". Later, the threshold for the first sector to have Chinese characteristics became higher and higher. After Deng Xiaoping's southern tour, the whole people did business, and private enterprises and the second sector had high incomes. The strong return of state-owned enterprises in the new century has become a landscape with Chinese characteristics in the job market. Although there have always been non-governmental public welfare people at the grassroots level, it must be admitted that we lack first-class talents, and the choice of the third sector and non-governmental public welfare undertakings has always been regarded as a minority.

While engaging in frontline execution, I also do social observation. I see hope and the possibility of change from endless grassroots activists, and I also see many distressing Chinese characteristics, such as, "people with Chinese characteristics" "Moralization - "moral superiority" and "moral pathos".

Of course, "moral superiority" and "moral pathos" are not unique to the public welfare circle in China. As a post-60s generation born in the Cultural Revolution and more than turbulent, I am well aware of the toxins accumulated in my life by long-term political campaigns, party-state education, manipulated national complexes, and autocratic dictatorships in the details of life. To "moralize" public welfare undertakings. In a country that "rules the country by virtue", too many people are infected with this poison. What grassroots organizations lack is not only money, but also a sense of common sense towards money. Our generation was born in turbulent political movements and grew up in a living environment of extreme poverty. Many things will be written into people's subconscious, or they have extreme contempt for money, claiming to "treat money as dung", and treat money as dung. Hatred and resentment manifest themselves in a "politically correct" way in their work. Or, because of the desire for money in the depths of life, it is particularly easy to be captured by capital, and financial scandals of one kind or another are reported in poor institutions.

The future of Chinese civil society

So, does China's public welfare circle still have a future?

Of course there is.

When it comes to the future, I once pinned my hopes on the future. I hope that the post-80s and even post-90s will not have the shadow of political movements and extreme poverty, and will not have the inherent political fear and thirst for money. When China's economy is more prosperous, society is more open and diverse, and this generation is well-educated, it is not for "applying for funds to do projects", but for facing specific social problems in specific communities and communities out of inner desire, "first-class talents" + social responsibility + inner drive + rooted at the grassroots level", citizens, civic action and civil society are mutually generated, which is the hope.

After the May 12 earthquake in 2008, more and more domestic foundations not only provide poverty alleviation and disaster relief, but also provide civil society support. I am optimistic and speak highly of the “Ginkgo Project” of the first generation. They use their resource advantages to support outstanding talents in the public welfare circle. At first, they were mostly down-to-earth grassroots actors, making them people who are concerned by the society and envied by their peers.

In the process of long-term actions and observations, I have witnessed more and more outstanding young people choose non-governmental public welfare undertakings as their careers and careers, and more and more people have participated in volunteer services. I have witnessed those specific and subtle efforts to change China and warm my hopes for the future. .

However, I overestimated the public welfare circle with Chinese characteristics and underestimated "Chinese characteristics". When more and more government procurement occurs, grassroots institutions begin to be institutionalized and "institutionalized"; when the word "public welfare" is increasingly seen in the media and new media, non-governmental public welfare undertakings are increasingly "represented" , is represented and endorsed by public welfare elites and elite institutions; when more money, elites and elite institutions pour into the public welfare circle, moral superiority and moral tragic are also renovated.

In this context, it is not surprising that Metoo detonated the "public welfare circle scandal". After all, the "public welfare circle is also a river and lake".

Grassroots China & Elite Public Welfare Circle

In the 1990s, China opened its doors to return to the international community and attract foreign capital. They are not only "entering the public welfare circle", but also "harvesting public welfare". It seems that there is a lively "public welfare circle", various media spread all kinds of wind and water, and various "public welfare stars" quickly become popular, leading the discourse for a few years and then quickly become a separatist regime. All the rivers and lakes can be cleaned up from the turbid and the turbid, but the public welfare cannot, because public welfare undertakings are born with the moral orientation of public interest, and the failure of the people in the circle and the failure of the mechanism destroy the public's ideal of public welfare and civil society. trust. Philanthropy literally means "public interest". The strongman can hold a knife and shout "Leave the money to buy the road", but if you get into this circle, you have to say a few beautiful words, whether it is to practice the ideal of civil society, or to get a salary to make a job, or to ponder the shortcut of Zhongnan. staking.

Open + mechanism, people can only do good things

Whether it is an ideal, a personal creed or an organization's purpose, when you come to the public welfare circle, you should always say something nice. Whether it's true or false, let the good words come out first.

Open, expose yourself to public scrutiny. It doesn't matter who you are or what you think, as long as you can only do good deeds according to your own promises in this circle, that's enough. Even if it is a heinous villain, it is enough if he can only do good things and not bad things here.

Where does such a mechanism come from? Stand up for yourself and make a public commitment, and then follow through.

More than ten years ago, long before the USDO was launched, we felt the financial chaos in the public welfare circle. We took the lead in realizing full disclosure in our own organization, which was laughed at as "public welfare financial streaking". No one asked, this is our unilateral commitment and has nothing to do with anyone.

A few years later, USDO launched a Chinese non-profit organization with financial self-discipline and full transparency. At the USDO launch meeting, we shared details, and the practice called "high standard" at the time was written into the rules and became "standard".

"What can we do?"
