Said to be the head of the tax bureau. Today, the lady from the tax bureau called me and explained it again, thinking that I had misunderstood the meaning of the undertaker.

I said that I did not misunderstand the meaning of the undertaker. I am very clear that the undertaker is just because the object is different, so it has been extended to use the paper method to process the invoice, and then use the new system to process the tax arrears online. I just want a clear and definite process, instead of having an online system, but still sending paper copies in the old way, or we need to use the new system but need to notify the undertaker to issue a separate order for us.

The reasons they continued to give made me roll my eyes.

• The new system was just launched at the beginning of the year, less than a year ago
• Because there is no publicity and education for the epidemic, the grassroots themselves may not be aware of it.
• Each external delivery person did not know how to operate the new system. Some people used the old method and some people used the new method. The contractors just cooperated, and they also worked very hard.

All three of these things got me on fire. But in order to solve the problem, I patiently told the caller:

1. The new system was launched at the beginning of the year. It can only be used three months ago for this reason. It is now in the middle of November. I think this reason is very strong. Besides, this is a national declaration system . It seems that other counties and cities are not as troublesome as you. .
2. Not doing the publicity and education of basic personnel is not the problem of the people, it is something you have to deal with in your internal communication.
3. The old method is still the new method. If you can use the system to solve the distinction, you only need to add one more option. You need to give more feedback and discussions with the engineers on this part.
4. If others don't know there is a new method, you can't blame others for not knowing it. You have to examine why so many people don't know it. Are you not clearly explaining the process in black and white?
5. The new system is designed to let the contractors do less work, but now you are making your grassroots work one more time. Don’t say that they feel aggrieved. If they don’t improve the process or report problems, they will only increase their workload.
