Threats posed by past colonial rule, intense military conflict, and natural disasters have profoundly affected the pattern of large-scale water development in the Mekong Delta and the entire basin. Contemporary resource conflicts reflect both the strong demand for delta water resources and the lingering influence of past technocratic management traditions. The authors of this article discuss three key features of the modern history of water resources that will shape future strategies for the development of the Mekong River Basin: a control-oriented approach to water resource management; centralization that facilitates grand plans; and persistent resource competition and environmental risks.
