Research on the hydrological and historical sources of the Mekong Delta (1)

Threats posed by past colonial rule, intense military conflict and natural disasters have interrupted and magnified the problems of large-scale water development approaches. Contemporary resource conflicts reflect both the strong demand for delta water resources and the lingering influence of past technocratic management traditions. The authors of this article discuss three key features of modern water history that have shaped future development strategies: the stubborn lock-in to a control-oriented approach to water management; the tendency to hide alternatives and centralize decision-making in favor of grand plans; and Ongoing resource competition and environmental risk issues.
