Epidemic prevention rewards cut in half, overworked medical inspectors control: Beishi United Medical withholds rewards
Text / Gongku reporter Wu Rongjing
Shouting "No limit to overtime, no limit to anger", "No limit to samples, limited rewards", 30 medical examiners from various campuses of Taipei City United Hospital accused the hospital of deducting the epidemic prevention incentives given by the central government without authorization. Breaching the promise to change the distribution ratio of a PCR reward of 1,000 yuan from "73 points" to "55 points", and set a monthly upper limit of 220,000 yuan for the reward. , the hospital also reserved 2% of the total amount as the hospital reserve fund for arbitrary misappropriation, and did not communicate with the medical examiner during the process, which caused strong dissatisfaction.
With the assistance of Taipei City Councillors Qiu Weijie and Miao Boya, the North City Union Medical Enterprise Trade Union and medical examiners held a coordination meeting on June 7 at the Taipei City Council with the Taipei City Government, the Health Bureau and the North City Union Hospital, hoping to maintain a score of seven or three and not. The upper limit of the incentive payment is set, but Guo Kuiying, chairman of the Union Medical Enterprise Trade Union of Beishi City, said that the United Hospital is unwilling to make commitments during the coordination process, and will hold another hospital meeting to discuss.
During the severe epidemic in 2020, many medical personnel worked overtime and overtime. In order to encourage the hard work of front-line medical staff, the Ministry of Health and Welfare issued the " Key Points of Subsidy, Allowance and Reward for the Implementation of Medical Care and Prevention of Severe Special Infectious Pneumonia ", the fourth point of which It is stipulated that at least 1,000 yuan per piece of "publicly funded nucleic acid test fee" should be allocated to "test-related personnel".
Guo Kuiying pointed out that the incentives that should have been given to medical examiners last year (2021), the hospital continued to delay the distribution of the incentives under various excuses until it was finally coordinated in March this year, and the hospital promised to reward "seven or three points" for inspection: seven 100% to the medical examiner and 30% to the relevant personnel, and in April, the incentives from January to July last year were distributed. Unexpectedly, it changed their minds in less than a month. In December, the bonus distribution ratio was changed to "five to five points", and even a monthly bonus limit for medical examiners was set. Even if the labor union raised hundreds of joint signatures to express objection, the hospital refused to communicate.
The medical examiner Ms. Wu said that the hospital claimed to set the upper limit of the monthly reward amount of 220,000 yuan to "avoid the overwork of medical examiners", but last year's inspection work and overworked overtime were established facts. The increased volume of examinations was done by the medical examiners working overtime. Adhering to the principle of issuing reports within 24 hours, I did not dare to neglect. I did as much as I came, and I had to complete the examinations before I could go home with confidence, but I was treated like this by the hospital. , I hope that the reward can be distributed fairly and reasonably and should not be used for other purposes.
"There can be an upper limit on the reward, but can there also be an upper limit on the size of the examination?" said another medical examiner, Mr. Guo. In response to the severe epidemic, medical examiners usually work up to 14 hours, often from 8 am to 14 hours in the morning. I didn’t get off work until 10 o’clock and 12 o’clock in the evening. I received an inspection bonus of about 1.2 million yuan from January to July last year, but it was “money for life”. Many colleagues were seriously ill and even cancer. In December, the reward was cut in half, and the hospital said strongly that "it has been decided that it cannot be changed." It was completely unwilling to negotiate.
"The medical examiner worked well from August to December last year. Why didn't he give all the money he should have given?"
Taipei City Councilor Qiu Weijie mentioned that Beishi United Hospital claimed to set the monthly limit to prevent medical examiners from being overworked. If the incentives are capped, they can avoid unlimited overtime work. This statement seems well-intentioned. It is to fully communicate and discuss with the medical examiner. It is actually feasible to adopt a capped method for the future, but the hospital directly changed the incentive money that had not been issued last year, and even reserved part of the amount as the hospital reserve fund, which is quite unreasonable, " Did the central government say that this bonus can be used for other purposes?”
Taipei City Councilor Miao Boya criticized that Taipei Mayor Ke Wenzhe, who was a medical officer himself, had an epidemic prevention hero forced to express his voice to the city council while fighting the epidemic. What happened in the capital city of Taipei was "quite shameful."
Miao Boya said that in 2020, the reward of 1,000 yuan for a PCR product will still be given to the medical examiner in full, but United Medical changed the rules without authorization after the epidemic began to expand. It was only in March of this year that he was willing to sit down and negotiate, and the final negotiation was seven to three. Unexpectedly, less than a month after the negotiation, the situation was reversed immediately, and the medical examiner's reward was discounted by 50%, which was simply dishonest.
Miao Boya believes that everyone should put their hearts into consideration. If the company first informs you that there are overtime bonuses and performance bonuses, and after a whole year, you will complete the company’s tasks beyond the standard, but the company excuses that some people have too many bonuses, and everyone’s bonuses will be discounted by 30%. , In less than a month, they said they would get a 50% discount. Who can accept it? Miao Boya said that these medical examiners are the most important group of people in the epidemic prevention process in Taipei City. Thanks to their people, they can get the test results immediately. If United Medical believes that other staff members are also working hard and should be rewarded, they should be paid separately from the official budget. Not cut off from the medical examiner's bonus.
