Is this an informed, responsible way of speaking?

This is perhaps the most powerful of all: just to say that someone is sent by an "other race" and ordered by "an alien race" will immediately make that person lose any footing and become the target of public criticism. It's just that this approach seems a bit old-fashioned now, and it is not new and thus loses its credibility. However, the question is: why do these people, who have a large or small seat in the system, always look at others with such completely distrustful eyes? Why do they seem so confused and incomprehensible in the face of the actions of citizens, and feel incredible? The attempted explanation is this: these people themselves have lost any spontaneous sense of morality and responsibility, they don't own these things themselves, and so they don't imagine that others might have them. They have completely lost these things, so they can only look at others with a demonized vision.

In particular, the word "spontaneous" needs to be emphasized here. Spontaneous human emotions—sympathy, pity, grief, and heartache are natural reflections that do not require human guidance. However, there are some people who have completely lost everything that is "spontaneous", the basic reflection that belongs to people, they cannot understand everything that happens within the scope of "people" and in "people", and they cannot understand The position and action taken by "one person" is really strange. These people have lived in the system for a long time, they will only act according to the instructions issued by the system, and they can only view the world and our society from the perspective of the system.

How can these people imagine that in some people they have never met, in places far from their authority, there are many other people, they gradually feel that things can't go on like this, so they start to do it one after another A real human being, not an institutional animal, they began to act according to their own conscience and sense of morality, to act according to their inner principles of being human, they recovered and practiced as a human being, for our fellow citizens, our society, our nation The sense of responsibility in the future, these are also what a normal person needs to have. Their efforts have added to the "summary of goodness" in this world. And it is precisely these that become the most intolerable for those who only see their own selfish interests without any sense of morality and responsibility.

What makes these "cold-blooded animals in the system" even more incomprehensible is that these people who act according to their spontaneous feelings and conscience, when they encounter great resistance, after being harassed and intimidated, even when their personal safety is threatened and faced On the eve of losing freedom, he did not shrink back because of it, but moved forward as always and continued to do what he thought should be done. It seems that they are using "egg against stone", obviously they can't get any benefit, and there is no visible result, but it seems that they don't care about this, and they don't care about any grievances and unfair treatment they have suffered. When I said this, I was thinking about Mr. Tan Zuoren from Sichuan. This long-term environmental protection worker has participated in local civic public welfare activities more than once, for which he received "repeated warnings" from relevant parties (see Xiao Xuehuiwen). The inherent monopoly nature lies in its instinctive closed vision, and some people just directly inherit this natural exclusive inertia. Not being in the system itself has become a bad name. What kind of sin is this? Where could he be outside the system? In terms of "society", such expressions are also popular, such as "society blind wanderers", "society outlaws", "social idlers", "social dregs", "social outlaws", etc. , In a word, there is such a deep-rooted prejudice and dissent. Taking the system as a boundary, some people are labeled as harmful and dangerous pariahs. The most typical one is called "three no people". Of course, not all people in the system can only have such prejudice, and not all people in the system are just cold-blooded animals. They see the system as the only legitimate existence, and the rest as illegal and destructive; the system as the only real and real area, and the rest as illusory, weak, and untenable; As a spring when a hundred flowers bloom, other places can only be a dilapidated winter; if the imperial grain is regarded as the only spring, other places can only be boundless deserts.

Risking the danger of earthquake-damaged buildings collapsing at any time and aftershocks reappearing at any time, they raced against time to save lives and speed up traffic repairs. Their rescue scenes were all touching.

In addition to grief, the earthquake disaster and rescue operations have also exposed many problems, which are worth reflecting on. In particular, why is the school building prone to collapse, while the adjacent government building can not collapse or even be damaged at all? Why is China's disaster relief and rescue teams basically the army today, and professional rescue teams and rescue equipment that involve people's livelihood and human life are still neglected, so that when there is a disaster, whether it is a flood, a snow disaster or an earthquake, it can only be mobilized. However, the actual situation is not that the country has no money, but that there is no substantial oversight of the government budget. In 2007, the fiscal revenue in the national budget increased by 31% to 5.1 trillion yuan, accounting for 21% of GDP, equivalent to the disposable income of 370 million urban residents and the net income of 1.23 billion farmers. That is to say, even excluding the extra-budgetary state-owned land, state-owned assets, and state-owned enterprise income, the amount that the government can spend a year is equal to the amount that 370 million urban residents and 1.23 billion farmers can spend a year.

From 1995 to 2007, after removing the inflation component, the government revenue increased by 5.7 times, the per capita disposable income of urban residents increased by 1.6 times, and the per capita net income of farmers only increased by 1.2 times! The fruits of reform and opening up are enjoyed the most by the government, followed by urban residents, and the least by farmers. Over the years, only the government's revenue has grown at a rate much higher than GDP, while the growth rate of urban residents and farmers' income has been much lower than that of GDP. The country has so much income and income is growing so fast, why would it rather spend money on government office buildings and image projects than on schools and professional rescue teams?

In addition to income, the structure of wealth holdings is also an absolute government monopoly. According to the data of the State-owned Assets Supervision and Administration Commission, the Ministry of Land and Resources and the financial system, plus my own estimates, China has about 115.6 trillion yuan in asset wealth (including land, resources, assets and financial wealth), of which only 27.6 trillion yuan is private private sector. (24%), the remaining 88 trillion belongs to the state (76%). If China's GDP and asset value both rose by 10% in 2008, the common people would get 2.76 trillion yuan from the asset appreciation, while the government would get 8.8 trillion yuan. The share of the government from the appreciation of assets and wealth brought about by economic growth is three times that of the private sector!

Therefore, the government has more money than civil society, whether from tax or asset income. And the country has so much income, how does it spend it? According to the Ministry of Finance, in 2007, the government spent about 600 billion yuan on health care, social security and employment benefits directly involving the people, equivalent to 15% of the total fiscal expenditure and 2.4% of the annual GDP. Among the 1.3 billion people, the average per capita is 461 yuan (equivalent to 3% of the per capita disposable income of urban residents).

Government spending on education only accounts for about 2.7% of GDP. The current world average is about 7%, of which 9% in developed countries and 4.1% in less developed countries.

Regardless of absolute numbers or relative levels, China's return to the people in medical and social security, education, people's livelihood, and disaster risk should be higher. In particular, according to the original intention of the nationalization movement that year, state ownership should have brought more social welfare, better livelihood security, and safer school buildings. However, what we have actually seen is that assets and land are state-owned, and tax revenue is increasing rapidly every year, but it is not the people's livelihood and the people's schools that benefit the most, but the government office buildings, just like the famous "White House" office in Fuyang City, Anhui Province. Building, Henan Jiaozuo Municipal Party Committee Government Building, Guangxi Qinzhou Municipal Government Building, etc.

The rights of the common people that constitutional democracy wants to protect is not something abstract, but embodied in every aspect of our life and living space. It is a matter of the interests of the common people and young students, and it is whether the people have the right to spontaneously rescue lives in the event of a disaster, and race against time to save lives. The problem. If there is no democratic supervision and accountability mechanism for the power of the government, the government will only collect taxes and only pay attention to the benefits of state-owned assets, and will also use these economic strengths to compress the space for private activities, rather than using these funds to prevent earthquakes, In case of snow disaster and flood disaster, it is not necessary to invest resources to form and train professional rescue teams. It is hoped that the lives of tens of thousands of students in the Wenchuan earthquake will be enough to wake up the whole society. Everyone should reflect on that, for the safety of students today and in the future, democratic constitutionalism cannot be avoided.
