Feng Tianyu, 31, deposited 1.11 million yuan in Henan village and town banks, which was all her and her husband's savings, as well as her father's pension. But on April 17, 2022, she found that the deposit could not be withdrawn.

The day after the conflict, theHenan Banking and Insurance Regulatory Bureau stated that it would advance customer funds of less than 50,000 yuan, and that more than 50,000 yuan would be advanced successively. This is the only time the official has indirectly acknowledged that the protests took place without making any statement about the official violence. Although Weibo and other social platforms have deleted a large number of videos and photos related to protests and violent conflicts, the number of views on related topics still exceeds 100 million.

This rights protection action originated in mid-April 2022, when four rural banks in Henan, Yuzhou Xinminsheng, Shangcai Huimin, Zhecheng Huanghuai, and Kaifeng New Oriental were suddenly unable to withdraw money and transfer money online, causing a large number of depositors to panic. Depositors, mostly from all over the country, deposit money in village banks through Internet third-party deposit products to earn an annual interest rate of about 1.6% higher than the four state-owned banks. In January last year, the third-party online platform deposit business was suspended , but the bank contacted depositors and said they could continue to deposit through the self-operated WeChat applet. In April of this year, these small programs suddenly became unavailable, and the village banks refused to tell them how to withdraw their deposits.

Signs that Henan Rural Bank was suspected of breaking the law did not appear suddenly. The official WeChat account of the Xiangfu District Public Security Bureau in Kaifeng, Henan Province announced in July 2020 that Zhu Mouwei, a resident, "fabricated and spread false news about New Oriental Village Bank" in the WeChat group. Respondents said that in the past two months, they went to the bank, the China Banking and Insurance Regulatory Commission, and the city government, and were shunned and kicked; they petitioned, launched three small-scale protests, and contacted domestic and foreign media, but with little effect, even Threatened by the police. At five in the morning on July 10, when Feng Tianyu arrived at the gate of the People's Bank of China, hundreds of depositors had gathered there. In the northern summer, the sun rises early, and in the blue morning light, people sit side by side on the steps, and some people hold up banners, "oppose the violent beating of depositors by the Henan provincial government in conjunction with the underworld" and "without savings, there is no human rights."

This is not the first time Feng Tianyu has come to Zhengzhou to defend his rights. On May 23, she came to Zhengzhou from Harbin for the first time, trying to get back her 1.11 million deposit. She was violently taken to the local nursing home "Qinglong Villa" by stability maintenance personnel in black and white clothes, where she was reprimanded and briefly detained.

Before July 10, depositors had launched three protests, which they called "5.23 Rights Protection", "6.13 Rights Protection" and "6.28" Rights Protection, all of which were officially suppressed. A number of depositors explained to reporters that depositors across the country originally set up many groups, but most of them were banned. Later, some small groups were established according to the region, ranging from 100 to 300 people. However, the organization needs to rely on word of mouth to go to Zhengzhou to defend rights. Protesters held national flags and sang the national anthem , and some posted a portrait of Mao Zedong on the pillars. Protesters said that there was no large-scale conflict during the confrontation between the two sides, but the encirclement became smaller and smaller, which prevented them from going to the nearby public toilets. Depositors don't understand how their own money in the bank becomes illicit funds.

Since April 18, when depositors found that the four Henan rural banks were unable to withdraw and transfer money online, they thought that the banks were insolvent, and a "storm" occurred. It was not until the Henan Banking and Insurance Regulatory Bureau and Xuchang Public Security Bureau issued the first announcement two months later that depositors knew that "Lu Yi" and "Henan New Wealth Group" were using " related shareholding, cross-holding, capital increase and share expansion, and manipulation of banks ". Executives, etc. , actually control village and town banks, use third-party Internet financial platforms and self-operated platforms to solicit deposits and sell financial products, and illegally transfer funds by means of fictitious loans.”

He added that officials have repeatedly said that depositors will not be paid if they act illegally, but he does not think these threats are legally valid.

He believes that if the state does not come forward, it will be difficult for depositors to eventually get all their deposits back. After the promulgation of the "Regulations on Deposit Insurance" in 2015, the state has given up the obligation to cover the bottom line, but has adopted the statutory deposit insurance system, with a limit of 500,000 per household to cover the bottom line. If these village banks do not pay deposit insurance premiums and do not have much assets themselves, there is still a great risk that depositors will not be able to get all their deposits back.

Among the depositors interviewed by the reporter, some have saved 400,000 to 500,000 yuan, and some have saved hundreds of millions.
