<Basic Income> on immigration, work, education, and the economic impact of tax rates

This is an article written in response to the reply of@rainbowlife, the previous discussion can be seen here .

The issue of immigration after the implementation of the basic income has indeed been discussed, and there is no certain suggestion, but it is considered reasonable to set restrictions, for example, it takes more than 5 years to start receiving the basic income. Immigration is controllable by the government and the state, and the trade-off is the degree of control.

The living conditions in Taiwan are indeed not bad. The latest news about the basic salary is that it has been raised to 23,800 yuan in 2010. However, South Korea’s experience shows that after raising the basic salary, the overall income of the lower-middle class has decreased; because there are fewer normal job opportunities, they have become dispatched or part-time jobs, and the overall average income has decreased. In many cases, you do not reject any work, but work does not require you; even if you force yourself to work, you are either exploited or very unhappy to work, and your heart is full of resentment and anger. The situation of work is even more severe after the intelligentization. @puputan's reply mentioned that "in my impression, the budget and proportion of social welfare expenditures have generally maintained a rise over the years, and most of them are the first in the field of government expenditures (beyond the defense budget)." It can be met in the future and it will rise sharply, but the implementation process is not only inefficient, but also full of labelling and poverty traps. A basic income is a more efficient way to circumvent the pitfalls of social assistance.

Of course, basic income cannot directly solve the problem of education, but its realization can change the current thinking of education. I read some materials recently and found that the direction of education in the country is greatly influenced by the development policies of the country and society as a whole; that is to say, in order to cultivate the talents needed, the country will adjust the direction of education. This is a natural trend is understandable, but the obvious disadvantage is that it is often unable to meet the needs of rapid changes in society. The cultivation of talents is carried out in units of more than ten years. After the talents are cultivated, the social state may have undergone great changes and cannot exert their strengths. I think the basic income system can promote the development of educational diversification. People with different characteristics develop according to their own strengths, rather than rushing to compete for the same occupation. In this way, once the environment changes, there will be suitable talents to connect quickly.

I agree that there should be more financial education in current education. Even if a basic income is implemented, financial management is still important. This is not a conflict. However, with the concept of financial management, facing the rapid changes in the future, there are still many problems that cannot be solved. Capital has a strong tendency to be concentrated, and financial education will only make the big ones grow stronger, and cannot solve the problems of the disadvantaged.

I also teach children money management, but I hope they can live in a peaceful society in the future. But given the current global development trend, I am not optimistic, so I will push the basic income system.

The question of tax rate and economy is indeed the most difficult issue in implementing basic income at present. Especially in the current globalized economic system, which affects the whole body, how to reduce the impact on the economy and finance does require more careful thinking and delicate operation, and the difficulty is really not low. I also don't think Taiwan has the conditions to implement a basic income, but I think it's urgent to start discussing, thinking, and making long-term plans.
