Allocate USDe250,000 of LIKE to LIKE/ATOM pool on Emeris

Description
Following the listing on Osmosis, LIKE will be listed on Emeris soon as well. In order to provide an initial liquidity to the community, this signaling proposal allocates USD250,000 equivalent of LIKE from the Ecosystem Pool to the LIKE/ATOM pool on Emeris, which will match USD250,000 equivalent of ATOM to provide a liquidity of USD500,000 to users.
As of now, USD250,000 is around 7,911,392 LIKE. The actual number of LIKE, however, will depend on the market price of LikeCoin on 2021.11.02 according to Coingecko.
