Proposal 30 - [Rectify Proposal 25]Proposal to Fairdrop LikeCoin to the Cosmos Community and Civic Likers

This proposal is pretty easy to vote "Yes". Based on proposal 25 (the LikeCoin airdrop proposal) , this proposal introduce two changes to the original airdrop proposal:

1. To change two parameters of the airdrop distribution formula, due to an error in calculation omitting bonded liquidity provider on the DEXs in the original formula. The net effect is a smaller amount of airdrop per eligible address. It hurt whales more than small hodlers/stakers/LPs because the airdrop is quadratic.
2. To remove one of the five tasks [Add liquidity to LIKE/OSMO or LIKE/ATOM on Osmosis, or LIKE/ATOM on Emeris] for claiming the full airdrop amount.

For point 1, as the total distribution amount is fixed (20,000,000 LIKE for ATOM and another 20,000,000 LIKE for OSMO) and the number of ATOM/OSMO token eligible for airdrop increased, unfortunately we can only get a smaller airdrop share. However as the airdrop is distributed quadratically, small hodlers/stakers/LPs will not suffer as much as the big whales so the promotion effect of the airdrop will be still there. As for the whales, sorry (but ATOM/OSMO ATHed recently so not really sorry lol).

For point 2, according to the Liker Land team on discord the change is made because of the task might be very technical for claimers and it is quite difficult to implement, and also we have a sufficiently large LP on the DEX already. It shouldn't be too much of a concern to make claiming the airdrop easier.
