1. Privacy Settings
A person's privacy settings may have changed, preventing you from adding them on Facebook. A few Facebook privacy settings may prevent you from adding someone. With no mutual friends, you won't be able to send them a Friend Request if their Friend Request privacy is set to "Friends of Friends."
2. Account Deactivation
Deactivated accounts may also prevent you from adding them. Unless they entirely remove their account, this generally leaves it up. While their account is deactivated, no one can send them friend requests. Maybe that’s why can't I add someone on Facebook.
3. You have been Blocked

7. They Denied Your Request
A person may also have declined your request. If you sent a friend request and still see the Add Friend button, that means they declined it. If the Add Friend button is still available, you can send another request.
8. Facebook disabled their account.
