Validator sixwood will vote "Yes" for proposal 31

Proposal 31 - Community pool spend proposal: transfer 50,000USDe of LIKE to Tendermint (HackAtom VI)

This is a proposal to execute the approved proposal 19, which asked the community to sponsor 50K USD towards the Cosmos HackAtom VI. As this is only a execution proposal to transfer funds from the community pool to Tendermint - the organiser of Cosmos HackAtom, it is a pretty easy "Yes" vote.

To be honest I haven't follow the progress of HackAtom very much as I am not a developer. From @daisy's article (解構 LikeCoin 議案 31：跟進 Cosmos HackATOM VI 獎金及社群池最新現況) I am very glad to know that the top prize winner is @catding, a fellow validator and a very active member in the Chinese LikeCoin community. 恭喜貓丁大大！
