In the early 20th century, the profitability of plantation agriculture in British Malaya and the Dutch East Indies (now Indonesia) inspired the development of plantations in French Indochina. In addition to the emergence of small rubber producers, the colonial government encouraged large-scale private investment in rubber plantations by granting large tracts of land and forced unpaid labor to build a road network to more remote areas of Cochin (South Vietnam's Mekong Delta).
