The Qing government was a coward, locking the city gates to show its power. If weeds grow on the four walls, everyone will push them down.

(1) A lone man guards the pass, and ten thousand men cannot open it [New Rhyme]:

Iron walls, copper walls, beacon towers, seclusion and self-defense are the best form of dictatorship.

If there are no cannonballs falling from the sky, even a million men would be unable to open fire.

(2) The obedient people are all fence-sitters, waiting for you to fall, and then they will step on you [Ci Lin Zheng Yun]:

The Qing government was originally a coward, and it locked the city gates to show its national power.

There are weeds growing on the walls on all four sides, and when they fall, everyone will push them down.
