The interview was held at the home court of Huang Shaoze. The words "law" and "law enforcement" may be Huang Shaoze's most repeated words in the interview. Recalling that before Macau's return to the motherland, the police and gangsters had serious collusion. Macau has experienced a dark period of public security that can be described as "bloody and bloody". During this period, the gangsters often fought violently for the marginal interests of casinos and for land. There were frequent street fights and gunfights, and the citizens were panicked. When the SAR was established, Huang Shaoze was promoted to the chief of the Judiciary Police in an important department. He considered that in order to improve law and order, he must first "safely" rectify the law and discipline within the police, especially to cut the link between the black police and the criminal group. .

In his eyes, the chaos and panic before the reunification was caused by the collusion of police officers with the gaming industry and the underworld, and it has become "the police and the black". Nowadays, many underworld members are hidden in all walks of life. "So when I study organized crime, in addition to improving the law and strictly enforcing the law, it is very important to strengthen the construction of the police force. Speaking of which, in the final stage of the handover of the "Nine-Nine" regime, local officials took over as the director of most departments (the current director), but the judicial police were handed over at the last minute. But he also admitted that the legislative purpose of this law is to define "underworld" more broadly and make it easier for the police and the judiciary to investigate, prosecute and try.
