Risking the danger of earthquake-damaged buildings collapsing at any time and aftershocks reappearing at any time, they raced against time to save lives and speed up traffic repairs. From 1995 to 2007, after removing the inflation component, the government revenue increased by 5.7 times, the per capita disposable income of urban residents increased by 1.6 times, and the per capita net income of farmers only increased by 1.2 times! The fruits of reform and opening up are enjoyed the most by the government, followed by urban residents, and the least by farmers. Over the years, only the government's revenue has grown at a rate much higher than GDP, while the growth rate of urban residents and farmers' income has been much lower than that of GDP. The country has so much income and income is growing so fast, why would it rather spend money on government office buildings and image projects than on schools and professional rescue teams?
In addition to income, the structure of wealth holdings is also an absolute government monopoly. According to the data of the State-owned Assets Supervision and Administration Commission, the Ministry of Land and Resources and the financial system, plus my own estimates, China has about 115.6 trillion yuan in asset wealth (including land, resources, assets and financial wealth), of which only 27.6 trillion yuan is private private sector. (24%), the remaining 88 trillion belongs to the state (76%). If China's GDP and asset value both rose by 10% in 2008, the common people would get 2.76 trillion yuan from the asset appreciation, while the government would get 8.8 trillion yuan. The share of the government from the appreciation of assets and wealth brought about by economic growth is three times that of the private sector!
Therefore, the government has more money than civil society, whether from tax or asset income. And the country has so much income, how does it spend it? According to the Ministry of Finance, in 2007, the government spent about 600 billion yuan on health care, social security and employment benefits directly involving the people, equivalent to 15% of the total fiscal expenditure and 2.4% of the annual GDP. Among the 1.3 billion people, the average per capita is 461 yuan (equivalent to 3% of the per capita disposable income of urban residents).
Government spending on education only accounts for about 2.7% of GDP. The current world average is about 7%, of which 9% in developed countries and 4.1% in less developed countries.
Regardless of absolute numbers or relative levels, China's return to the people in medical and social security, education, people's livelihood, and disaster risk should be higher. In particular, according to the original intention of the nationalization movement that year, state ownership should have brought more social welfare, better livelihood security, and safer school buildings. However, what we have actually seen is that assets and land are state-owned, and tax revenue is increasing rapidly every year, but it is not the people's livelihood and the people's schools that benefit the most, but the government office buildings, just like the famous "White House" office in Fuyang City, Anhui Province. The rights of the common people that constitutional democracy wants to protect is not something abstract, but embodied in every aspect of our life and living space. If there is no democratic supervision and accountability mechanism for the power of the government, the government will only collect taxes and only pay attention to the benefits of state-owned assets, and will also use these economic strengths to compress the space for private activities, rather than using these funds to prevent earthquakes, In case of snow disaster and flood disaster, it is not necessary to invest resources to form and train professional rescue teams.
