List of countries where citizens without permanent residence can enter without a visa

For popular tourist destinations such as the United States, Europe or Japan, the condition for visa-free entry is that you must hold a passport with the ID number of the Republic of China. Nationals without household registration cannot enjoy visa-free treatment. However, this is not the case in all countries. What are the countries where citizens without household registration can enter without a visa?

Which countries can unregistered citizens enter without a visa?

According to the official website of the Bureau of Consular Affairs of the Ministry of Foreign Affairs, currently (February 27, 2024), the following 33 countries have not clearly stated that visa-free entry requires a passport of the Republic of China with an ID number. Therefore, in theory, nationals without household registration "should" be able to enter the country without a visa.

However, I have not verified the actual situation. If an unregistered national travels to the following countries with a ROC passport without an ID number, it is still strongly recommended to inquire with the Ministry of Foreign Affairs or the country’s embassy abroad in advance to avoid being unable to enter the country and being deported.

Antigua and Barbuda

Chinese citizens holding a valid passport can enter the country without a visa for 30 days to engage in tourism-related activities.

Belize

Chinese citizens who hold an ordinary passport of the Republic of China with a validity of more than 6 months can travel to Benin for visits, sightseeing or business inspections without a visa.

Bosnia and Herzegovina (Bosnia)

Starting from June 20, 2012, tourists holding passports of the Republic of China can use the visa-free method to enter Poch every six months for 90 days for sightseeing and negotiation.

Chile

Starting from January 1, 2016, nationals holding passports of the Republic of China (Taiwan) valid for at least 6 months can enjoy visa-free entry to Chile.

Costa Rica

Chinese citizens who hold a passport valid for more than 3 months, proof of travel financial resources of at least US$100 per month during the expected stay, departure air tickets, transportation or related specific plans, and who have not been subject to immigration control by the Costa Rican government can apply You can enter Costa Rica without a visa and the period of stay is 90 days, which cannot be extended.

Dominica

Chinese citizens enjoy visa-free treatment, but they are required to present their passports and round-trip air tickets to airlines and immigration officials of the countries they enter the country when leaving the country, and they will be issued a stay permit valid for 3 months by the bureau.

Dominican

Chinese citizens holding our passport (valid for more than 6 months) can enter many countries without a visa for 30 days.

Ecuador

Chinese nationals only need to hold a passport valid for more than 6 months when entering the country, and do not need to apply for a tourist visa separately.

Guatemala

Holding a Republic of China passport does not require a visa to enter the country and can stay for 30 to 90 days.

Fiji

Holders of a valid passport of the Republic of China can enter the country for sightseeing without a visa. They can stay for up to 4 months and can apply for an extension of 2 months before expiration.

Haiti

Holders of ROC passports who enter Haiti for non-work purposes are exempted from applying for a visa and can stay up to 90 days.

Republic of Honduras

In principle, Chinese citizens holding ordinary passports of the Republic of China can enter Hong Kong visa-free and stay for up to 90 days to engage in short-term activities that do not require permission, such as sightseeing, family visits, business negotiations, inspections, exhibitions, and international exchanges.

Kingdom of Eswatini (formerly Kingdom of Swaziland)

Holders of ordinary passports of the Republic of China can enter the country without a visa for 90 days. They can obtain a 30-day stay visa for the first time, which can be extended before the expiration date, up to 2 times for a 90-day stay.

Kiribati

The Kyrgyz government has granted visa-free entry to Chinese citizens for stays of no more than 30 days since April 2004. However, after the two countries severed diplomatic relations on September 20, 2019, Kyrgyzstan did not explain whether it would continue to grant visa-free treatment to Chinese citizens.

Korea

Chinese citizens holding a valid passport can enter South Korea without a visa for 90 days.

Kosovo

Holders of Chinese passports can enter the country without applying for a visa and stay up to 90 days within 6 months. However, they should first contact the country’s Consulate General in Istanbul, Turkey or a consular office in other countries that handles consular affairs at least two weeks before departure. The embassy or consulate general of the country must submit the required information for entry permit documents.

Marshall Islands

Holders of the Republic of China passport can stay visa-free for 90 days.

Malaysia

Visitors from Taiwan can stay in Malaysia for a short period of time without a visa (the maximum stay is 30 days starting from the date of entry).

Micronesia

Tourists from the Republic of China must present their passport (valid for more than 120 days) and return air ticket to fill in the "FSM Immigration Arrival and Departure Record" (this form is provided on the flight) before entering the country. You can enter the country visa-free and stay for up to 30 days.

Republic of Nauru

Chinese citizens holding ordinary passports of the Republic of China who come to Nauru for sightseeing purposes can, in principle, enjoy 30 days of visa exemption if they provide return air tickets and reasonable travel expenses during their stay.

Republic of Nicaragua

If you go to Nepal with a valid ordinary passport of the Republic of China, you can generally purchase a sightseeing card (USD 10 each) when entering the country and stay for 90 days without applying for a visa.

Niue (autonomous government) (Niue)

Visitors whose stay does not exceed 30 days and are for tourism purposes are exempted from applying for a visa, but they must hold a passport valid for more than 6 months, sufficient travel funds, a return ticket or a ticket to a third country, and must have been in the local area Book your accommodation.

Palau

Chinese citizens traveling to Palau enjoy 90 days of visa-free treatment. Except for those holding work permits or other residence documents, they must present their return tickets when checking in before boarding.

Panama

The Pakistani government has canceled the tourist card system. Chinese citizens holding a valid Chinese passport can stay in Pakistan for 30 days without a visa.

Republic of Paraguay

Holders of valid ordinary passports of the Republic of China may enter and stay in the Republic of Paraguay for a period of no more than 90 days without applying for a visa.

Peru

Chinese citizens can enjoy visa-free entry to Peru for up to 90 days for sightseeing and transit.

Saint Christopher and Nevis

Chinese citizens enjoy visa-free treatment for sightseeing and business purposes, and the maximum stay is 90 days.

Saint Lucia

Chinese citizens enjoy 42 days of visa-free treatment.

Samoa

Anyone holding a passport of the Republic of China can enter the country without a visa and the stay can last up to 60 days.

Singapore

In principle, Chinese nationals holding a Republic of China passport valid for more than 6 months and a round-trip air ticket can enter Singapore for sightseeing without a visa for 30 days.

Thailand

The Thai government announced that from November 10, 2023 to May 10, 2024, tourists holding Taiwan passports can enter Thailand for sightseeing without a visa, and each stay shall not exceed 30 days. (There is no requirement to hold a Republic of China passport with a unified national identity card number, and it is not yet certain whether nationals without household registration can enter the country without a visa)

Tuvalu

The Government of Tubul provides 90-day visa-free entry to Chinese passport holders.

Countries that require a visa-free entry to a country with a Republic of China passport bearing the ID card number

According to the official website of the Bureau of Consular Affairs of the Ministry of Foreign Affairs, the following countries clearly indicate that they must hold a passport containing the ID number of the Republic of China in order to enjoy visa-free treatment. Nationals without household registration must apply for a visa in advance before entering the country.

However, in fact, not all countries’ passports indicate their ID number. In this case, I don’t know whether the immigration officer actually checks whether the passport contains the ID number. Of course, I personally do not recommend that any unregistered nationals deliberately hold a Republic of China passport without an ID number to try to pass through the following countries.

Andorra

A valid passport of the Republic of China containing the unified national identity card number must be presented.

Austria

A valid passport of the Republic of China containing the unified national identity card number must be presented. (Schengen Area)

Albania

Nationals holding a Republic of China (Taiwan) passport with household registration (ID card number) in Taiwan can enter Albania without a visa.

Aruba

Hold a passport of the Republic of China with a national identity card number and valid for more than 6 months, and prepare return or onward air tickets, proof of financial resources and other documents.

Belgium

A valid passport of the Republic of China containing the unified national identity card number must be presented. (Schengen Area)

Bulgaria

A valid passport of the Republic of China containing the unified national identity card number must be presented. (Schengen Area)

Bermuda

Hold a passport of the Republic of China with a national identity card number and valid for more than 6 months, and prepare return or onward air tickets, proof of financial resources and other documents.

Canada

The visa-free treatment granted to Chinese citizens by Canada only applies to Chinese ordinary passports (including non-chip passports) issued by the Ministry of Foreign Affairs (MINISTRY OF FOREIGN AFFAIRS) in Taipei and containing the ID number, and non-chip passports issued at overseas embassies. Visa-free entry into Canada is not applicable.

Croatia

Cyprus

Hungary

Iceland

Ireland

Holders of Chinese passports that contain the unified number of my country’s national identity card and are valid for more than 6 months can enjoy visa-free treatment for Ireland.

Israel

Citizens holding an ordinary passport of the Republic of China with a personal identity card number and valid for more than 6 months can enter Israel without a visa; however, the stay shall not exceed 90 days within 180 days.

Italy

Japan

Netherlands

A valid passport of the Republic of China containing the unified national identity card number must be presented. (Schengen Area)

New Caledonia

All nationals who hold an ordinary passport of the Republic of China with a national identity card number and a validity of more than 6 months, and have prepared return or onward air tickets and other documents, can enter French overseas territories without a visa and stay in France for a total of 6 months. 90 days.

New Zealand

North Macedonia
