However, NGOCN reviewed the medical treatment experiences of four deceased patients and pregnant women who had miscarried, and found that the refusal of medical treatment by some hospitals did not conform to the medical treatment procedures stipulated in the "Guidelines for Mass Seeking Medical Treatment during the Epidemic" issued by the Shaanxi Health and Health Commission (this guideline was issued after the above-mentioned accident occurred). previously announced).

Four patients were refused treatment by the "yellow code hospital" or "yellow code ward" for reasons such as no nucleic acid report, coming from a sealed-off area, and lack of relevant documents. However, the "Guidelines for Medical Treatment During the Epidemic Period" states that "yellow code hospitals/wards" are "designated hospitals" specially set up for "risk personnel", that is, people in closed or controlled areas and people with red codes or yellow codes, and According to Dahe Daily , the "Yellow Code Hospital/ward" can accept patients without nucleic acid reports.
