Are VPNs Legal in China?

Generally speaking, VPNs are legal in China as long as you are not using them for illegal activities. Despite this, the Chinese government is still trying to prevent people from using circumvention and science to surf the Internet .

The actions and policies of the Chinese government indicate that it is illegal for Chinese residents to create a VPN service/company within China that can be used by others in China, but personal use of a VPN appears to be perfectly legal. We do not recommend using any Chinese-based VPN service.

Both Apple and Google bowed to Chinese pressure and removed VPN apps from their app stores. This is also a major trend happening around the world, not just in China.

I haven't found anything that would suggest that it's illegal for people to carry VPN software into the country. Additionally, thousands of Chinese businesses use VPNs to provide secure networking solutions, which are also perfectly legal. However, if you want to create your own VPN company in Beijing to help other Chinese residents evade restrictions, that might be illegal.
