Matt City Litigation System 3.0 | Replacing the "Referendum System" by Architects' Juries

Changed from a referendum system to a jury system for architects. Matty, as the law enforcement officer on duty, will first rule on obvious violations. Both the architect and Matty are under community supervision.

Since the implementation of the Matters litigation system, there have been many problems, including the difficulty of finding litigation articles, too few voters in litigation, the "group" voting caused by the referendum system, and registration of small accounts to drive votes, etc.

Therefore, the litigation system of Matt City has been reformed. The principles of the reformed litigation system are:

The referendum system was changed to the jury system of architects, and the jury consisted of 20 architects. The list of architects is here .
Litigation judgments are made according to the community charter , but the community charter can be amended by adding new cases.
Matty, as the law enforcement officer on duty, will first rule on obvious violations.
Both the architect and Matty are under community supervision.

This principle of the system was obtained after many discussions with the architects. According to this principle, the detailed rules for the implementation of the lawsuit are as follows:

Litigation initiated

  1. All citizens of the City of Matt may initiate a lawsuit.
  2. Valid litigation conditions:
  • There is a clear object of action in the lawsuit, and valid evidence is presented;
  • The alleged conduct occurred within one month;
  • Litigation needs to be linked to the article "Matters Litigation Area" .

Litigation process:

1. If the lawsuit does not meet the above effective litigation conditions, the lawsuit will not be initiated. Matty will be informed of the non-start decision.

2. If the evidence in the lawsuit is sufficient to prove that the defendant violated the community charter , the defendant will be punished directly. Matty bases his rulings on the following principles:

  • The evidence in the lawsuit is provided by the prosecution, and the decision is made solely on the basis of the evidence in the lawsuit;
  • Except for violations specified in the community charter, other behaviors shall not be interfered with.

3. If the person being sued does not have obvious violations or is in dispute, the architect will be invited to act as a jury to decide the outcome of the lawsuit by voting.

  • Voting must be completed within 48 hours, and architects who do not vote are deemed to have abstained.
  • Within 48 hours, more than half of the architects (based on the "current architect status", more than half) of the architects must vote for the vote to be considered valid. When an invalid vote occurs, Matty initiates a second vote. If there is another invalid vote, Matty will decide the final result.
  • In the case of valid voting, Matty is responsible for counting votes, and the majority opinion is the voting result. If there is a tie vote, a second vote will be conducted. If there is another tie vote, Matty will decide the final result.
  • Voting is conducted directly in the comment area of the lawsuit. Architects are requested to use their personal accounts to vote in the comment area.
  • Architects who abstain more than five times will be removed from the jury. (Note: Architects who are unable to participate in the voting for some reason and have not notified in advance are deemed to have abstained)

4. When the result of the vote is "support punishment":

  • Matty needs to make a sentencing recommendation within 24 hours of the result of the vote.
  • Unless more than half (based on the "currently having the status of an architect", more than half) object to the sentencing proposal, the sentencing proposal given by Matty will be followed.
  • Matty will inform the final punishment decision in the comment area of the lawsuit post.

5. When the result of the vote is "against punishment": Matty will notify the invalidity in the lawsuit post, and the lawsuit will be closed.


Judgment execution: After the judgment is announced, it will be executed immediately by Matty


Community Monitoring Mechanism

1. Appeal system

  • Matty's ruling will be overturned when more than half of the architects (subject to the "current architect status", more than half) object to Matty's ruling in the litigation comment area.
  • If there is an objection to the ruling voted by the architect group, when the appellant presents new evidence, it needs to be reiterated, otherwise the original judgment will be maintained.

2. Matty maintains the status of an "emergency law enforcer". When a user cue Matty directly reports what he/she thinks is a violation, if Matty judges it to be an urgent case or has clearly violated the community charter, he/she can directly report punishment. Otherwise, the user is invited to file a lawsuit, and then the architects are asked to decide.

  • Matty must stop the punishment when more than half of the architects (subject to the "currently having the status of architects", more than half) of the architects oppose Matty's emergency handling. (An architect's objection needs to be posted on Matters as an article or comment)

3. Architects receive community supervision

  1. In the article "Mate City Architect's Opinion Area", if an architect receives more than 50 citizens' comments against and requests to revoke the architect's duties, the architect group will vote on whether to retain the architect . When half of the architects (subject to the "currently having the identity of an architect", more than half) of the architects agree to the removal, the name and responsibility of the architect will be removed. (Only comments from citizens who have registered for more than half a year are valid opinions.)
  2. Architect rights will be deprived for the following reasons
  • When more than 5 failed voting duties will be removed from the jury. (Except for leave of absence and the understanding of other architects)
  • The architects themselves violated the community charter.
  • The architect offered to retire. Retirement needs to be proposed one month in advance to give the architect team time to deal with resignation matters.

The above is the 3.0 version of Matt City's litigation system, which will be officially implemented today.
