The report pointed out that the reason why the Android version of COCOA has been buggy since the end of September last year, and it was not discovered and corrected until February this year is that the staff of the Ministry of Health, Labour and Welfare are not familiar with the system development and leave it to the industry. , In addition, the IT company responsible for contracting this business was in a hurry at the time, and the work was dispatched. The business responsibility between the contracting companies was unclear, and there were other bugs that had to be dealt with at that time, which led to the development of Initial system testing was not really done well.

Time crunch and multiple outsourcing are long-term causes

The Ministry of Health, Labour and Welfare first entrusted the IT company Persol Process & Technology Co., Ltd. to develop the system, but due to time constraints, Persol Process & Technology Co., Ltd. was allowed to outsource the work. In the end, 6 companies were responsible for the development of COCOA, which was later known, but it also planted a long-term cause for the unclear division of labor and responsibility among these companies.

The report pointed out that in the early stage of development, because the equipment for system testing was not perfect, only specific functions were tested. After the official launch, it was found that it did not meet the needs of the public health center, so it had to be adjusted urgently.

By October last year, COCOA was finally on track, but the staff of the Ministry of Health, Labour and Welfare did not know the importance of system testing, so they left these matters to the contractor to handle. It just so happened that COCOA discovered other bugs at that time (COCOA's bugs are really not ordinary), so I always forgot to do the Android version of the system test.

Three problem points, both sides are playing dead and rotten

The report pointed out that there are three problems in this series of incidents:

  1. When the system was updated in September last year, COCOA was put on the road without system testing.
  2. When I have time to do system testing, I did not make additional tests
  3. In November last year, some people pointed out that there was a problem with the system, but they left the bug and no one dealt with it.
